This has been pretty thoroughly thrashed out in many newsgroups and mailing lists.
Export of encryption technology from the US is subject to various brain dead laws dating from Cold War days.
IMPORT of encryption technology is totally uncontrolled - and is the reason PGP was "recreated" in Japan recently by a RSA subsidiary - that way they can sell it into any country on the planet and don't face any restrictions on it, nor is reimportation into the USA subject to any restrictions - the best of all worlds.
