I know it is a silly question, but are you sure 1) your shell support tasks (I use zsh and it is possible to compile it without job support, if I remember correctly) 2) ^Z is bound to suspend, ie.:
(0)sirio:~% netscape
zsh: 22367 suspended netscape (0)sirio:~% bg [1] + continued netscape (0)sirio:~% stty -a speed 38400 baud; rows 24; columns 80; line = 188; intr = ^C; quit = ^\; erase = ^H; kill = ^U; eof = ^D; eol = <undef>; eol2 = <undef>; start = ^Q; stop = ^S; susp = ^Z; rprnt = ^R; werase = ^W; [...]
