I think you only need to do it if you make a configuration change. If you just change the code, you don't need to.

BTW, could anybody tell me when I for what changes I *need* to do make dep; make clean, and when it isn't strictly necessary? (Whenever I do it, the whole kernel gets re-compiled, although I may only have changed two files.)
