If he chooses 3b ("written offer, valid for at least three years, to give any third party, for a charge no more than your cost of physically performing source distribution, a complete machine-readable copy of the corresponding source code") he has to give it to everyone.

As I read 3b, it only applies if the person requesting the source code actually has physical possession of the written offer. (Though the offer could be transferred to anyone.)

In Linksys case dumping the required source on the end of the CD of goodies that comes with the kit and including a notice would be sufficient.

No, it would not be. They also distribute the software from their web page, and that distribution must also be accompanied by source code or a written offer.
