The compiler doesn't treat "const" as a literal, hence the need to
change this. However, you can still use the sizeof (actually, this is
exactly ARRAY_SIZE()). Perhaps:

#define NUM_CRITICAL_SECTIONS ARRAY_SIZE(critical_sections)

?
