I see this particular pin controller as a one shot deal. For the next part in this series we are moving to a completely different controller which you could probably get away with simply using pinctrl-single.

Maybe to be more clear, I would say the design is not a 'bug', but rather an under sight of the original designers where are they stared to need pins that would be both in and out, they started tacking on more hardware.
