When the resctrl filesystem is mounted we should obtain the locks in the same order as was done when the cpus came online, cpu_hotplug_lock before rdtgroup_mutex. Since we now obtain cpu_hotplug_lock earlier we modify the static_branch_enable calls to the cpuslocked variants.
