Subject[GIT PULL][PATCH 0/6] 4.9 timekeeping changes for tip/timers/core

Hey Thomas, Ingo,
I just wanted to send out an initial queue of timekeeping items
for the 4.9 merge window.

Please let me know if you have any feedback or objections to this
set.
