See drm_crtc_arm_vblank_event and drm_crtc_send_vblank_event plus examples
in drivers. Of course if you find the documentation for these lacking it'd
be awesome to help improve them. Probably best to ping me on irc to chat
about that.

The tldr rule is that if you have a drm_crtc_state->event, then you must
send out that that event on the vblank where the new buffers are displayed
on that crtc, or for disabling the crtc entirely, after the screen is
black.

And yes, vblank support/atomic flip completion event handling is
non-optional. Userspace depends upon that. The only thing that changed is
that in 4.8 atomic helpers also started to depend upon correct event
handling. But that's a change irrespective of whether you're using the
simple display pipe helpers or not (which are built on top of the normal
atomic modeset helpers).
