IPSEC for aes-ctr requests:
authenc(digest_null,rfc3686(ctr(aes)))
which can be used in FIPS mode.
rfc3686(ctr(aes)) is already allowed for FIPS usage.
I also allowed "digest_null" for FIPS usage.
