Subject[PATCH 04/32] Documentation/kernel-parameters.txt: convert to ReST markup
Date
Adjust the file for it to be parsed by Sphinx:
- adjust the document title to be parsed;
- use :: for quote blocks;
- fix the horizontal bar markup;
- lower case the TODO title.
