These don't look right. See Documentation/devicetree/bindings/arm/cpus.txt
Cluster 1 would be 0x100 ~ 0x103.

Could you use PB9 & PB10 for uart0 pins, and not the PF ones?

they are available on the headers, and I tested them before.
