Checkpatch complains about some whitespace errors (new blank lines at
EOF).

Hmmm, almost all of this appears to be copied straight from arch/arm,
but almost none of it is actually used. If that's true, it's good
because you can make the patches much smaller. But it's a little bit
bad, too, because it means we almost merged a bunch of dead code.

This pcibios_fixup_bus() implementation has been blindly copied all
over the place, but I don't think it's relevant for most arches. I
think you could probably make it an empty function as on arm64.
