Excellent. Did Kay Sievers accept it was a bug? From what I can see the bug report is still open[1], and your patch to rename the configuration to systemd.debug received unanimous consensus in the mailing list, yet it wasn't applied.
So I bet the answer is no, he never accepted it, and we should expect these issues to continue... it's only a matter of time before we hit the next breakage.
