No. copy_process() does:

if ((clone_flags & CLONE_THREAD) && !(clone_flags & CLONE_SIGHAND))
return ERR_PTR(-EINVAL);
if ((clone_flags & CLONE_SIGHAND) && !(clone_flags & CLONE_VM))
return ERR_PTR(-EINVAL);
IOW, CLONE_THREAD => CLONE_SIGHAND => CLONE_VM
