Well, ARM is not the only one there, it's the top one, but mips and
power are not less crazy. Here are the top five architectures counted
in number of irq_chip implementations.

arch/arm 139
arch/mips 75
arch/powerpc 44
arch/alpha 21
arch/x86 15
