I thougt about that just as i send the e-mail, to near to "mod"ular. What i meant was "mod"ify.
And AFAICS there currently is no "modconfig", only an "allmodconfig" (and "localmodconfig")
With no letters dropped it would be less ambiguous. make modifyconfig=kvm
