Subject[PATCH 11/40] syscalls: add ARCH_COMPAT_SYSCALL_DEFINE()

Add ARCH_COMPAT_SYSCALL_DEFINE#N() macro which prepends "sys32_" to
arch specific compat syscall names. Identifies the 'compat' syscalls.
