Have you taken a look at the Makefile? See this oddity:

obj-$(CONFIG_NET_ACT_POLICE)    += act_police.o
obj-$(CONFIG_NET_CLS_POLICE)    += act_police.o

So is the Kconfig entry all that is obsolete?
