Subject[PATCH] proper flags type of spin_lock_irqsave()

So far results of incomplete spin_lock_irqsave audit, and there is also
local_irq_save()... I'll eventually add

typedef unsigned long __bitwise__ lock_flags_t;

so sparse could find future offenders. name OK?
