Subject[PATCH 3/9] Replace ARCH_HAS_READ_CURRENT_TIMER with CONFIG_ARCH_READ_CURRENT_TIMER

Replace ARCH_HAS_READ_CURRENT_TIMER with CONFIG_ARCH_READ_CURRENT_TIMER.
Move it from header files to Kconfig space.
