Subject[RFC][PATCH 2/7] UBC: core (structures, API)
Core functionality and interfaces of UBC:
find/create beancounter, initialization,
charge/uncharge of resource, core objects' declarations.

Basic structures:
ubparm - resource description
user_beancounter - set of resources, id, lock
