Subject[RFC][PATCH 10/13] Equinox SST driver:ioctl support

Adds Equinox multi-port serial (SST) driver.

Part 10: new source file: drivers/char/eqnx/sst_ioctl.c. Provides
support for
the standard TTY ioctl routines.
