Some more data points, which make this problem even less
understandable. My previous mail described an i386 build, so I tried
an x86_64 kernel on two boxes that support 64 bit. Both of them used
flat APIC mode.

Intel M/B, CONFIG_ACPI=y. Sending IPI 2 without APIC_DM_NMI is
unexpectedly delivered as an NMI, and gets the 'Dazed and confused
message'. Contrast this with an i386 kernel with CONFIG_ACPI=y on the
same box, where IPI 2 without APIC_DM_NMI is not delivered as NMI,
instead it gets APIC errors.

Dell SC1425 M/B, CONFIG_ACPI=y. Sending IPI 2 without APIC_DM_NMI is
not delivered at all, but there are no APIC errors. Contrast this with
an i386 kernel with CONFIG_ACPI=y on the same box, where IPI 2 without
APIC_DM_NMI is also not delivered, but it gets APIC errors.
