Subject[2.6 patch] correct the DEBUG_BUGVERBOSE question dependency
Currently, DEBUG_BUGVERBOSE, is automatically set to "y" if 
DEBUG_KERNEL=n and EMBEDDED=y which doesn't make much sense.
