This fixes a warning if CONFIG_NET_POLL_CONTROLLER is NOT set: drivers/net/tulip/tulip_core.c:256: warning: `poll_tulip' declared `static' but never defined
having poll_tulip declared is not a problem as there is already many ifdefs that remove the use of the poll_tulip function.
