    No.

    udev uses the /sbin/hotplug notifier to do its work.
    udev uses libsysfs (what is under sysfsutils) to access sysfs easier,
    instead of making me muck around in sysfs directly. sysfsutils has
    nothing to do with /sbin/hotplug.
