Could you please supply the following information:

dmesg from a kernel with / w/o my patch, but with #define DEBUG in
arch/i386/kernel/pci-i386.h.

lspci -vxxx -s 07.0 in the various working / non-working cases.

>  10:          1          XT-PIC  eth0

> [root@tux root]# ping -d -c 5 192.168.1.1

Is that supposed to be the working case? 1 interrupt seems a bit too 
few.
