Check the net/ipv4/route.c file and ip_rt_init() function, could be a good start.

Understanding a bit of Socket Buffers (skbuff) could help you, exist nice articles from Alan in many magazines, also a good (old but good) introduce in Kernel Hackers Guide, search for it on http://www.linuxdoc.org, and also search for skbuff on Altavista.
