I definitely say that the problem is NOT in your site.

The mail delivering path shows that all of the mails with the
message-id are formed as a only one mail until "nic.funet.fi":

sender: ixodes.goop.org
ixodes.goop.org -> gw.goop.org
adsl-206-170-148-147.dsl.snfc21.pacbell.net -> vger.rutgers.edu
vger.rutgers.edu -> nic.funet.fi

The problem exist AFTER "nic.funet.fi".

nic.funet.fi -> OUR DOMAIN

"nic.funet.fi" tries to send mail to our domain but massive resends
occur in this transfer for over 10 hours as follows:

nic.funet.fi-> fgwmail.fujitsu.co.jp Mon, 14 Feb 2000 13:55:27 +0900
nic.funet.fi-> fgwnews.fujitsu.co.jp Mon, 14 Feb 2000 13:56:03 +0900
nic.funet.fi-> fgwmail6.fujitsu.co.jp Mon, 14 Feb 2000 13:56:18 +0900
nic.funet.fi-> fgwmail.fujitsu.co.jp Mon, 14 Feb 2000 13:58:40 +0900
nic.funet.fi-> fgwnews.fujitsu.co.jp Mon, 14 Feb 2000 13:58:46 +0900
nic.funet.fi-> fgwmail5.fujitsu.co.jp Mon, 14 Feb 2000 13:58:49 +0900

Resend occurs 241 times in the above case.

As described above, I suspected "nic.funet.fi" behavior.
