It uses SIOCSIFMAP, which (I think) winds up in dev.c here:

case SIOCSIFMAP:
if (dev->set_config) {
if (!netif_device_present(dev))
return -ENODEV;
return dev->set_config(dev,&ifr->ifr_map);
}
return -EOPNOTSUPP;
