Alexander / Linus meant a time order for initializations, not an order in disk numbering.
(You refer to probe_cmos_for_drives() in ide-geometry.c and the corresponding code in arch/i386/boot/setup.S. I would not mind very much if that were thrown out. First thing in 2.5.)
