I imagine the pci-scan code is broken. Don switched several of the cards to
using shared memory mode, that broke the resource interlock so ac6 started
seeing 8 of a card. I fixed that for ac7. Possibly over fixed. Have a fiddle
with drivers/pci/scan.c see if you can figure it out
