At least make the address part look like "<bus>:<slot>.<fn>", for consistency's sake.

This actually wasn't the situation I had in mind. I was thinking of things like the 440BX/ZX fixup I sent you a few weeks ago, where the bridge has windows for AGP that aren't defined with base registers.
