Yes. Mixed mode drivers: drivers that do both PCI and ISA devices, for
example.

It's not enough, and it's too much.

Sometimes you can validly have two drivers for two different parts of the
same PCI device. That device =may= show up as two different functions, but
that's not guaranteed. Think of PCI super-IO devices, for example.
