Looks to me like it's in Alan's directory:
I just mirrored this off of ftp4.kernel.org
kernel/people/alan/2.2.13pre/patch-2.2.13pre1.gz
Plus associated .sign and .bz2 files. :-)
You probably tried a mirror site that hadn't been updated (it can take up to a day or more).
