Hmm, I'm on a Redhat 5.1 system right now, and it has that command, sort of. Actually, it's called mkbootdisk.
mkbootdisk [--version] [--noprompt] [--verbose] [--mkinitrdargs <args>] [--device <devicefile>] <kernel>
