His previous patch seems to have done it but I tested this out just for
kicks. By itself, this patch didn't change the practical problem of 'stuck
on TLB IPI wait' messages in 2.2.7.

The Oopsen on oom() appear to be forced by the 20-second semaphore timer in
IKD in case of deadlock on a semaphore.
