Purpose is not to help interlopers to flood networks
with useless data.

When someone probes you with 3 packets, spaced by 1 sec,
he wants to make sure that you are alive.

If it stresses you more, he is apparently an interloper
or just brainless robot sort of http://www.research.digital.com/cgi-bin/trace
