    Yes. It's called "source code" and can be dowloaded from any ftp.kernel.org
    mirror...

    P.S. It's only half-joke: a lot of things about latest changes in kernel can
    not be found other way. So the only "comprehensive and complete" documentation
    of kernel is source code.
