This means that the RPC socket is congested. Could you use 'tcpdump' to check whether there are any NFS packets being sent when this happens?

This is correct behaviour.

2.2.14pre6-7 both have changes to the RPC code. It would be interesting to know whether you get the same problem with stock 2.2.13.
