You can have up to 255 devices on each usb bus. There are already
machines with 3 usb buses.

I know I want >32 modems. Creating modem farm is one of valid reasons
to use usb modems.

They are not the same. Mouse is much different from modem.

They do not need device numbers.

They do not need device numbers... yet.
