Subject2.2.0-pre4 and caching

My system has 40M RAM, but even under load, 2.2.0 kernels prefer to
swap pages, rather than trim cache, which doesn't go below
20M. This seem to be broken. I can't see any effect of setting
/proc/sys/vm/pagecache to however low values I tried. What can I
check else?
