I'd like to add to the overload:-)

As a stopgap, respond to subscription requests by pointing at a couple
of archives, and tell the requester to ask again if he really needs to
subscribe.

(Obviously, we have to make sure that the second request doesn't
trigger another "do you really need this" response.)
