Here's what I think he means:
Suppose you built a kernel without parallel-port support (CONFIG_PARPORT=n), because you thought you didn't need it.
But then someone comes along and gives you a free printer, and you want to plug it in and set it up. Well, now you have to recompile your kernel with a new config (CONFIG_PARPORT=m) and reboot.
Wouldn't it be really nice if you could just go compile the parport module(s) and then load them in? Wouldn't it be nice if the kernel didn't have to know ahead of time which modules it were possible to load?
Of course, such a major design change would probably not make it into 2.2. :)
