If you go back to one of my early messages (#10 in the thread,
Message-Id: <199809180023.KAA29236@vindaloo.atnf.CSIRO.AU>), you will
see that I suggested separating run queues as a possible 2.3 project.
I haven't suggested changing 2.1.x
