For the most part they only develop drivers for OS/2 if IBM pays them to do so in some fashion. (Which may not be an explicit "we'll pay you $$$ to develop OS/2 drivers" so much as "we'll commit to buying $$$ of your product if you develop OS/2 drivers".)
