I guess it's a bug in your hardware:) All devices you mention need CPU power to function, in this case there is not enough CPU power to handle everything. It might help to unmask the IRQ's for the IDE drive (see the hdparm manual) and/or swap your SCSI controller for an intelligent one.
btw. what type of serial ports do you have (8250/14550 or 16550A)?
