I think the other thong to consider is ALL THE WORLD IS NOT LINUX. Not yet anyhow.
A userspace implementation of metadata/whatever that can be exploited and used by a library linked into GNOME/KDE/mc/whatever would then also be able to be used under *BSD, Solaris, etc.
As numerous people have pointed out - transparent metadata isn't going to be recognised by cp, rm, etc. anyhow.
