Fact:
Its not. PCMCIA does this all without dev_fs and has for ages. You don't need dev_fs to do dynamic name spaces. Also dev_fs places the name space management in the kernel which violates the great "policy in user space" rule of Unix.

It is UUIDs have been in ext2fs for a while
